I've been using these heated inner soles for several years now, mostly for winter cycling in the northeastern US.
The good:
1. They will keep your feet warm. Not really toasty, but your feet will not be cold, even when temperatures drop well below freezing. The coldest I have used them was 8 degrees F/-13 degrees C. This was at the highest setting in winter mountain biking boots, and my feet were comfortable. Biking in those temperatures would have been absolutely unbearable without them.
2. They are fairly thin and don't take up a lot of space in your footwear.
3. The battery life is REALLY good. At the highest temperature setting, you get 3+ hours of heat.

It is very convenient because it is wireless, no any wires around your foot. 

USAGE: Simply open the packaging and remove the heated inner soles. Place the heated inner soles into the shoes with the fabric side up and the smooth side down. Insole warmers heat themselves within 2 minutes (air activated). The insoles size can be trimmed along with the line in the back.
